As a Senior Housing Policy Development Specialist at the California Department of Housing and Community Development, Macy Leung conducts high-level research and analyses and develops program and policy recommendations on homelessness, land use, public health, disaster preparedness, climate change, transportation, and housing for special needs populations across all communities. She is the project lead of the 2026 California Statewide Housing Plan. She had previously served as Director at affordable housing nonprofits and worked on developing new Permanent Supportive Housing. Prior to that, she was a Senior Economist and evaluated fiscal impact, the housing market, labor force trends, land use, and economic development policies. She began her career in architecture. Macy holds a Master of Design Studies with a focus on Urbanization and Housing from Harvard, and has a Master of Architecture and a BA in Economics.
