Scott Hugo is a Housing Justice attorney with the Oakland City Attorney’s Office, where he employs litigation and policy to fight for tenants’ right to safe, dignified, and healthy housing. He is also an Assistant Professor of Practice with the Lokey School of Business and Public Policy at Mills College, where he teaches graduate public policy ethics and housing policy. Scott graduated from UCLA with a BA in Political Science and History, and earned an MPhil in International Relations at Oxford University on a Rhodes Scholarship. He completed the joint Juris Doctor/Master of Public Policy program at Harvard Law School and the Kennedy School of Government.
