Melvin Cowan is a housing and public-systems leader working at the intersection of housing, health, and community stability. He is the Founder and Principal of Enough Housing, where he leads cross-sector initiatives addressing homelessness, permanent supportive housing, and community-centered development. His work is guided by the belief that belonging is a form of civic infrastructure, shaping how systems are designed, governed, and experienced by the people they serve. Melvin partners with local governments, tribal entities, philanthropic institutions, private partners, health systems, and community organizations to navigate complex public challenges with clarity, accountability, and care. He holds a Master of Public Administration.
